Write /etc/sudoers.d/services, a syntactically valid sudoers drop-in that defines a Cmnd_Alias named SERVICES covering /usr/bin/systemctl start nginx and /usr/bin/systemctl stop nginx, then grants the %ops group passwordless use of that alias.
